how to create gems?

I saw a GEMS being sold at an auction and I had a few questions that I couldn't find the answer to anywhere.
1) How to make a gem?
2) How can I add it to my account if I bought it at an auction?
In general, the exchange mechanism is of interest

The gems were obtained by completing mining quest.
Sadly, that is no longer of any importance because they deleted gems all together.
